Video-Editing Program for budding college student and humorous video enthusiast?

What is a video editing software for a PC that can: 1. Run clips backwards 2. Change sound tones 3. Change clip speeds at different rates on the same clip Windows Movie Maker can't do any of that, including the updated version. I've tried Roxio, as well, but discovered that it fails at its simulated life. I do NOT need anything over the top like Premiere, but is that the only one for a PC that can do all that?

2. Sony's Vegas Pro can do all that. If you don't need the speed to change gradually you can split the clip into shorter ones which have their speeds individually changed - you can use the cheaper Vegas Movie Studio.
