Video-Editing PC Software for budding college student and humorous video enthusiast?

What is a video editing software for a PC that can: 1. Run clips backwards 2. Change sound tones 3. Change clip speeds at different rates on the same clip Windows Movie Maker can't do any of that, including the updated version. I've tried Roxio, as well, but discovered that it fails at its simulated life. I do NOT need anything over the top like Premiere, but is that the only one for a PC that can do all that?

1. Try Premiere Elements. It's Premiere; dumbed down (and cheaper, too!)
2. Adobe Premier Pro would be ideal, there are others like Ulead , Sony Vegas or Pinnacle but if you want to get career in video production either Premier Pro or Final Cut on Mac which is the prefered platform.
